Navigating Evidence Cards

| Tab | Move to next card or element |
| Shift + Tab | Move to previous card or element |
| Enter or Space | Open modal to view card details |

Selecting Evidence
Standard method (Recommended for screen readers):
- Tab to an evidence card (you'll hear: "View details for [name], button")
- Tab again to reach the checkbox (you'll hear: "Select [name], checkbox, not checked")
- Press Space to check or uncheck the checkbox
Quick shortcut (Optional for keyboard power users):
- C - Toggle checkbox when a card is focused (without tabbing to the checkbox)
After Selecting Items
When items are selected, an action bar appears at the bottom. Tab to reach it and choose:
- Submit for Review
- Download as CSV
- Display on Page
- Delete Selected
